Gonzalez-De La Garza & Associates (GD) was contracted to provide civil engineering services for this reconstruction project. The site is approximately 16.18 acres, and is located to the south of VFW Boulevard and east of Padre Drive. The entire site is located within the limits of the City of San Antonio (CoSA), City Council District No. 3 and San Antonio Independent School District. The property is bound by VFW Boulevard on the north, Padre Drive to the west, and the San Antonio River to the east. A portion of the project lies within the FEMA flood plain.
GD’s tasks included developing a feasibility study, project schedule, hike and bike trail designs, pavilion designs, site/ drainage grading, hydrologic/hydraulic calculations, FEMA floodplain analysis, water and sanitary sewer design, recycled water design, fire site plan, fire hydrant line design, storm water management report, storm water pollution prevention plan, and traffic impact analysis (TIA) worksheet. A Plat was also developed and approved by the City of San Antonio Planning Commission.
All tasks followed the City of San Antonio and Bexar County criteria. The hike and bike trails were designed to meet ADA, TDLR and DOJ criteria. GD designed the trail plan and profiles in accordance with AASHTO, the City of San Antonio and Corp of Engineers (COE) criteria. Periodic scheduled review meetings were attended with the City of San Antonio Development Services Department to present design queries. Close coordination was maintained with the County, CoSA, SAWS and CPS Energy throughout the entire design process. GD also developed a TPDES Report to acquire the NOI Permit thru TCEQ, developed construction schedule and cost estimates, and performed construction phase services.
